I just tried to reset my mac to factory settings and its not working. It is showing a Circle with a Slash through it, like a no Smoking sign.

I bought an external hard drive and exported all important information. Then i followed prompts I've found online. I signed out of everything. Followed Steps to Reformat my hard drive. Followed Steps to Reformat my hard drive.
When i followed next steps to turn on mac and hit Command R during apple Logo start up, After about 10 seconds, the Symbol came up and I can't do anything else.
